June 23, 1939 – First Board Meeting 2:30 PM at City Hall for purpose of organization

Board Members recognized and officers elected:
W. H. Kittrell – Chairman
J. O. Blackburn
W. E. Harlan – Secretary / Treasurer
(Appointed and approved by Mayor & Aldermen on April 25, 1939)

Approved Bond Resolution as proposed by Mayor & Aldermen on June 10, 1939

Approved agreement between TVA and Mt Pleasant for 1300 KW of
power for 20 years (Agreement with City signed on May 15, 1939)

July 25,1939 – Second Meeting

Herman Hill selected as Operating Manager at salary of $180/month
Huey Norman selected as No. 1 Lineman at $125/month

August 1, 1939 – Board pay set

W. E. Harlan - $100/month ($50 for Secretary & $50 for Engineer – Vanderbilt School of Engineering)
Other Board Members - $5/month

August 2, 1939 – $265,000 Revenue Bonds sold at 1:00 PM at Davidson County Courthouse
Purchased by John Nuveen & Company & Associates

September 4,1939 – Old merchandise accounts of Tennessee Electric Power Company(original
Mt Pleasant utility) were sold to Farmers Acceptance Corporation of Murfreesboro

February 1, 1940 – First mention of office space was on North Main Street (East side)
Excess office space was rented to Jack Carlton to display electrical equipment and appliances for $15/month

August 22,1940 – MPPS agreed to rent Mrs. P. S. Chandler Building on west side of square (which was then occupied by Post Office) for 5 years at $65 month plus option for additional 5 years

November 3, 1941 – MPPS agrees to cooperate with “conservation of power” as requested by
the present DEFENSE Program

May 4, 1942 – Board agreed to grant Herman Hill a 30 day leave of absence in the event the War Department calls him for service for special air training

March 24, 1947 – Raymond Sims replaces Dr. W. H. Kittrell on Board and as Chairman of the Board

July 23, 1948 – Mr. Hill resigns but rescinds after offered $500 / month as surrounding utilities’ managers

May 10, 1949 – Discussed new store room lot & possible termination of Mrs. Chandler’s contract

June 13, 1949 – Discussed another lot for office site versus store room lot & house

September 13, 1949 – City poured store room concrete on cost plus at approximately $1000

Store room bid awarded to Harlan Construction for $4878 (40’X80’ steel bldg)

January 1, 1950 – Purchased Leon Sladen lot (123 N. Main St.) across from Post Office for $6000

July 13, 1950 – Bid for new office awarded to Columbia Contracting Co. for $26,900
(Air Conditioning to Frakes Electric for $2460.40)

February 7, 1951 – Ice storm damage approximately $10,000

March 12, 1951 – Set date of March 28 & 29 as New Office “Grand Opening”

July 16, 1951 – MPPS chose to go with Social Security Law for employees

September 8, 1953 – Approved purchase of ladder truck

June 10, 1954 – Mr. Sherrill, bookkeeper, moved to Covington Electric System; Have prospect in mind from Russellville, Alabama (Dan Gibson)

June 14, 1955 – Purchased Callis Grant property at west end of Church Street for $5500

September 11, 1957 – New Board member – R. S. Morrison

June 11, 1958 – Ronald Morrison resigns; R. J. Grissom appointed to take his place

July 1, 1959 – MPPS joins with City for Fleet rating for insurance purposes; Joins TVPPA

July 11, 1962 – First time see Dan Gibson’s name mentioned to sign checks

October 9, 1962 – R. J. Grissom dies; S. M. McGaw appointed as City rep on Board

August 11, 1965 – George Brown appointed as City rep on Board replaces McGaw

March 8, 1967 – W. E. Harlan, charter Board member, dies

Board goes from 3-member to 5-member Board

April 12, 1967 – New Board members: James H. Jones, jr., Dr. Allyn Lay & Harold Barker

Property at Haylong & Goodloe (Grant Property) made available to City for Library at reasonable price

December 13, 1967 – Dan Gibson is listed as Assistant Manager but made Manager at this meeting
Herman Hill announced his resignation as of January 1, 1968

Dan Gibson granted permission to hire Hill as consultant

May 8, 1968 – Purchased lot from Mrs Foster for $3000 for store room

February 26, 1969 – Raised rates for residential, commercial, and street lighting

March 11, 1970 – Allan Hardison on board – made Secretary / Treasurer; Jones off Board

January 10,1973 – Dr. Lay resigns from Board; Tillman Knox appointed on March 14,1973

December 12, 1973 – MPPS lowered rates

July 9, 1975 – Brown off Board (18 years)

August 19, 1975 – Purchased Foster property & 2-story house

September 19, 1975 – David Edwards appointed to Board

June 9, 1976 – Purchased Mrs. Cummins property for $15,000

August 18, 1976 – Voted rate increase; Knox made Vice Chairman

July 20, 1977 – Mark A. Hendrix is on Board as City rep

July 12, 1978 – TVA says lower rates: MPPS says wait & see – buying substation

August 8, 1979 – Willie Baker is on Board as City rep

July 11, 1984 – Mr. Hardison died on 7/5/84 (14 years)

September 12, 1984 – Jim Hamilton replaces Hardison on Board

December 12, 1984 – Mr. Barker died on 10/18/84

MPPS reduced rates one step

January 9, 1985 – Mr. Sims stepped down as Chairman(38 years); Tillman elected as Chairman

March 13, 1985 – David Edwards appointed to replace Mr. Barker

July 10,1985 – Mr. Sims retiring – dinner in honor

September 11, 1985 – Two new Board members appointed: Ted Sisco & Jack Lightfoot

July 24, 1986 – Raised rates on 9/2/86

March 24,1987 – Elbert Powell approved as Retirement fund Trustee

June 10, 1987 – Elbert Powell made Assistant Manager

July 15,1987 – Elbert presiding in absence of Dan Gibson who was sick

July 12, 1989 – Purchased new Ford car for Manager - $15,000

August 9, 1989 – Mark Hendrix replaces Willie Baker as City rep on Board

February 8, 1995 – Approve office renovation for $100,000

August 9, 1995 – Steve Kirk replaces Mark Hendrix as City rep on Board

April 10, 1996 – Alan Thomason awarded audit for year at $4250

June 8, 1999 – Approves 3-year employment contract for Elbert Powell

January 10, 2001 – Purchase Henry Williams property behind office for parking at $15,000

June 13, 2001 – Purchased spare substation transformer $97,115 and Bandit chipper $23,462

July 25, 2001 – Talked with potential engineer, Charles Gandy

December 14, 2001 – Appointed Charles Gandy as Assistant Manager effective 1/1/02

April 10, 2002 – MPPS went with State BC/BS health plan

June 17, 2002 – Elbert Powell announced his retirement as of 7/1/02

July 10/02 – Charles Gandy appointed Manager effective 7/1/02

August 14, 2002 – Approval for Claude Brawner to purchase Allen Dowdy bldg up to $50,000
(paid $42,000)

July 16, 2003 – Approval for 2% customer charge increase along with TVA 8% increase
(TVA changed rate of depreciation in June which cancelled all MPPS profit)
